Cultural and Humanitarian Cooperation
Cultural cooperation between Belarus and Vietnam is carried out within the framework of the Agreement between the Ministry of Culture of the Republic of Belarus and the Ministry of Culture, Sports and Tourism of the Socialist Republic of Vietnam on cooperation in the field of culture and art, signed on December 21, 2007 in Minsk.
In addition, on September 24, 2019, the Program of cooperation in the field of culture between the Ministry of Culture of the Republic of Belarus and the Ministry of Culture, Sports and Tourism of the Socialist Republic of Vietnam for 2020 — 2021 was signed in Hanoi.
In May, 2017 Days of Culture of Belarus in Vietnam timed to the 25th Anniversary of the establishment of diplomatic relations between Belarus and Vietnam were held.
In June, 2018 Days of Culture of Vietnam in Belarus took place. The events were held for the first time in two cities at once: Minsk and Brest.
In January, 2018 the Belarusian side provided humanitarian assistance to the central regions of Vietnam that were affected by the devastating typhoon Damri in November, 2017.
On May 11, 2020 on behalf of the Chairman of the National Assembly of Vietnam Nguyen Thi Kim Ngan 20 thousand medical masks were handed over to the Council of the Republic of the National Assembly of the Republic of Belarus as a gift.
As a part of the development of youth exchanges from June 19 to June, 29, 2019, a concert tour to Vietnam (Hanoi, Nha Trang, Hung Yen Province) of the Belarusian children dance ensemble was organized.
During the period from 21 to 30 August 2019, by the invitation of the President of the Republic of Belarus Aleksandr Lukashenko a humanitarian action to improve the health of a group of the Vietnamese children at the educational institution “National Children's Educational and Health Center “Zubrenok” was held.
For a period until December 31, 2022, Vietnam introduced a visa-free regime for the Belarusian citizens with short-term trips (up to 15 calendar days), regardless of the purpose of the trip and the type of passport.
Belarus has also simplified visa regime for the Vietnamese citizens (30 days without visa subject to a valid Schengen visa).
On August 30, 2021, a request was received from the Vietnamese side to provide international humanitarian assistance to overcome the outbreak of coronavirus infection.
By Resolution of the Council of Ministers of the Republic of Belarus No. 630 dated November 3, 2021, a decision was made to provide assistance to Vietnam.
A humanitarian cargo with a total weight of more than 15 tons, containing medical equipment and personal protective equipment, was delivered to Vietnam on December 25, 2021. The cargo was accompanied by a delegation of the Ministry of Emergency Situations of Belarus led by Deputy Minister of Emergency Situations A.Yurzhits.
